Reports of Studies on Election Topics
Over the past thirty years, Election Data Services has monitored developments in redistricting and election administration, and has conducted studies on voting equipment and congressional reapportionment. The firm has also been contracted by federal, state, and local election organizations to conduct studies on voting issues.
A 1994 study on voter registration systems for the Federal Election Commission (FEC) developed models for integrating local voter databases into central statewide registries. The FEC study was followed by a series of needs assessments and systems requirements analyses for states undertaking the development of central voter registries. In 2005 Election Data Services was contracted by the United States Election Assistance Commission (EAC) to tabulate, report, and analyze responses to three nationwide surveys on election administration, including the 2004 Election Day Survey. Election Data Services has also participated in EAC studies on poll worker recruitment and vote counting and recounting procedures.
Election Data Services also conducts studies on its own. Each year with the release of updated census population estimates, Election Data Services conducts a congressional reapportionment study. This annual study identifies states that would gain or lose representation if the census estimates were used to reapportion the U.S. House of Representatives. Every two years before the November general elections, Election Data Services conducts a study on voting equipment usage. This study identifies trends in the acquisition and use of six types of voting equipment by some 8,000 state and local election jurisdictions in the United States.

Voting Equipment Studies

Type of voting equipment used by election jurisdictions in the United States
Election Data Services conducts studies on voting equipment usage every two years before the November general elections. The first study was conducted in 1980 for the Federal Election Commission (FEC). The studies analyze trends in the acquisition and use six types of voting equipment by state and local election jurisdictions for precinct voting on Election Day: (1) Punch Cards, (2) mechanical Lever machines, (3) hand-counted Paper ballots, (4) Optical Scanning devices, (5) Electronic devices, and (6) Mixed—multiple types of equipment.

Survey analysis support for the United States Election Assistance Commission (EAC)
In January 2005, Election Data Services was contracted by the United States Election Assistance Commission (EAC) to tabulate, report, and analyze responses from state election directors to three surveys: the 2004 Election Day, Military and Overseas Absentee Ballot (UOCAVA), and Voter Registration (NVRA) Surveys. The Election Day Survey covered practices and procedures by some 8,000 state and local election jurisdictions in the U.S.

Congressional reapportionment scenarios based on census population estimates
Each year with the release of updated census population estimates, Election Data Services conducts a congressional reapportionment study. This annual study identifies states that would gain or lose representation if the census estimates were used to reapportion the U.S. House of Representatives.
